I think its a suggestion that they are running out of their own kind and need "fresh meat." As far as Government mandate goes, I'll agree when they require all potential Police to withstand a bullet to the head to show them what can happen to a citizen if the Officer reacts too forcefully to a situation, or when there is a requirement for a Politician to reside in a public housing slum for a minimum of four years prior to running for office. Imagine sampling the entire animal kingdom without killing! Who should have a problem with that! It should bring the cost of meat down, reduce production space, to feed the teeming billions.
